Can you tell me what countries allow just one parent to travel to complete the adoption?

Thanks for your interest in International Adoption. As you may have heard on the show the organization I work for only has programs with China, Ukraine, and Russia right now. Of those countries only China will allow just one parent to travel to complete the adoption. I do believe there are other countries that do, but I am not sure exactly which ones.
